NAPA & NORA Meet To Address Joint Interests

On September 16, 2009, representatives from the National Asphalt Pavement Association (NAPA) and NORA, An Association of Responsible Recyclers came together for a wide-ranging meeting on areas of mutual interest.

NAPA represents the interests of the Hot Mix Asphalt producer and paving contractor on the national level with Congress, government agencies, and other national trade and business organizations. NAPA help its members learn the latest technology, understand environmental issues, gain market share, and receive training. The Association, which counts more than 1,100 companies as its members, was founded in 1955.

NORA Executive Director Scott D. Parker met with Gary Fore, NAPA Vice President of Environment, Health and Safety and Jay Hansen, NAPA Vice President of Government Affairs at NAPA Headquarters in Lanham, Maryland.

The five hour meeting covered topics such as ,
  • the current hot mix asphalt market conditions,
  • highway funding issues,
  • RFO market trends,
  • climate change legislative efforts at the federal level,
  • proposed mandatory greenhouse gas reporting,
  • SPCC,
  • EPA data regarding CO2 emissions from hot mix plants using various fuels,
  • the growing implementation of warm mix technology,
  • joint public relations opportunities.
"NORA and NAPA have taken a major step in buidling a tighter relationship," stated Parker. "Hundreds of millions of gallons of recyclced fuel oil are utilized by the asphalt industry. Most of the issues that affect the health and growth of the asphalt industry are shared by NORA. A health asphalt industry is in the best interest of NORA and its members."

In addition to exploring issues affecting the industry, NAPA and NORA shared data and agreed to meet on a regular basis to address issues of common interests to both parties. Hansen agreed to attend the NORA Conference in Miami to address 2009 highway market for asphalt pavement and provide a forecast for the 2010 market. Parker will attend the upcoming NAPA meeting to provide a trends analysis regarding recycled fuel oil.
