Quantification of Metals Emissions From Burning Used Oil Fuel

Executive Summary

The Used Oil Recycling Coalition (UORC) contracted with Entropy, Inc. to evaluate metals emissions from used oil combustion. The primary objective of the study was to compile accurate date on emissions of lead for combustion sources utilizing used oil as a fuel. The secondary objective was to compile accurate emissions data for other metals including barium, cadmium, chromium, arsenic, and zinc.

The project was divided into two phases. In Phase I, Entropy, Inc. conducted a comprehensive literature search to determine if there were significant gaps in the available technical information regarding the emissions of metals from the combustion of used oil. In addition, an emissions inventory for used oi9l combustion sources was compiled to evaluate the emission quantities of each source category. Portions of the conclusions and recommendations for Entropy's Phase I report (dated April 27, 1994) are excerpted below.

In Phase II of the project, Entropy, Inc. conducted emissions test programs at two asphalt plants that combust used oil. Testing at one of the plants also involved the combustion of virgin oil. Asphalt plants were chosen for emissions testing because they are the single largest category of sources that burn used oil, and they consume approximately 43 percent of the total used oil collected and used as fuel in the United States.

The information from the study demonstrates that the combustion of used oil in asphalt plants equipped with baghouses in good working condition resulted in emissions of lead below detection. In fact, the emissions of lead and other metals from the combustion of used oil at both test facilities did not differ significantly from the emissions associated with the combustion of number 2 virgin oil at one of the test facilities.

Ideal Recyclers: Environmental Compliance and Facility Information

Introduction and Disclaimer

This is the second edition of the Ideal Recyclers' Handbook. Ideal Recyclers, Inc. is a fictional used oil transporter and processor operating in the fictional state of West Dakota. The president of Ideal Recyclers is something of a packrat who, over the past 25 years, has acquired lots of documents relating to oil recycling. Most of these are compliance-related: permits, the Part 279 regulations, SPCC plans, EPA guidance documents and so forth. Ideal Recyclers is very proud of its record of perfect compliance - not a single Notice of Violation ever! (Of course, it helps that the West Dakota DEQ Director is the president's mother.)

Some of the items relate more to business matters (such as the Yellow Pages ad). The president of Ideal Recyclers likes to show this handbook to his customers who are always impressed with Ideal Recyclers' dedication to perfection. Ideal Recyclers didn't want to share this wealth of information with its competitors. But we raided Ideal Recyclers' file cabinet and put all this information together in a handbook with a table of contents that divides the documents into seven general categories.

Although NORA is happy to share this compilation with NORA members, we can't and won't guarantee that your operation will ever be as squeaky clean as Ideal Recyclers. (No one can be that squeaky clean.) Nor will we guarantee that these documents are all up to date. Basically what you see is what you get - with no warranties of any kind.

Finally, there will be a third edition someday. And we would welcome your contributions toward improving the Ideal Recyclers' Handbook. Please forward any document (or idea) that you think would be useful. Your company's name will never be shown.

2008 NORA Winter Meeting in Tahoe

The NORA 2008 Winter Meeting will be held at Harrah’s Lake Tahoe Resort February 10th though 12th. NORA’s Winter Meeting provides a powerful mix of networking and business development with important committee and working group meetings. All NORA members are invited to attend for the nominal registration fee of $99 per person to help cover food and beverage costs. Registration fees are waived for sponsors. Registration/sponsorship information is listed below. The tentative agenda for this networking and committee meeting event is: • Sunday, February 10th Welcome reception in the evening • Monday, February 11th Meetings all day • Tuesday, February 12th Meetings in morning, Board meeting in the afternoon Room rates at this four-diamond property are $109 during the meeting dates. Those wishing to arrive early can receive the special NORA pre-convention rate of $199 on Friday February 8th and Saturday, February 9th (peak time for the resort)....
